colekern • 6 yr. ago It's too hard to say, but I would personally think yes. Six souls turned him into Omega flowey. I would imagine that he needed seven souls to control what form he turned into. However, many of the fanworks that portray him only needing one soul do so within the bounds of canon.

A soul (human or monster) can use magic and magic comes from the soul because the snowdin library tells us, "Because they are made of magic, monsters' bodies are attuned to their SOUL."
